The Netherlands has implemented the Reporting by the press on current events (Art. 5.3(c) 2nd part InfoSoc) exception in Artikel 16a Auteurswet. The national exception is slightly more restrictive than the EU exception.
Implementation summary:
Exception allowing short recordings, representations and communications of works to be used in public photo, film, radio or television reports insofar as this is justified for the purpose of adequately representing the current event that is the subject of the reporting. If reasonably possible, the source, including the name of the author, must be clearly indicated.
