Malta has implemented the Use of public speeches and public lectures (Art. 5.3(f) InfoSoc) exception in Article 9(1)m of Chapter 415 of the Laws of Malta. The national exception closely resembles the EU exception.

Implementation summary:

This exception allows for the reproduction, translation, distribution or communication to the public of political speeches as well as extracts of public lectures or similar works or subject-matter to the extent justified by informatory purposes and provided that the source, including the author’s name, is, except where this is impossible, indicated.
