Spain has implemented the Use of public speeches and public lectures (Art. 5.3(f) InfoSoc) exception in Article 37(1) of Law 23/2006. The national exception is slightly more restrictive than the EU exception.

Implementation summary:

This exception allows for the reproduction, distribution and communication to the public of i) lectures, addresses, court pleadings and other works of the same character that have been delivered in public, provided that such uses are made for the sole purpose of informing on current events or ii) speeches made at parliamentary sessions or meetings of public bodies. Publication of such works in a collection is expressly left out of the scope of the exception.
